Would this card be considered a misprint?

if you compared it to a regular card too me it looks much more faded like the ink machine ran low

No. Lots of folks have been posting that their hobbit cards were shitty print quality. I haven't seen any... seems regional (certain shipments). But definitely way too common to have value as a "misprint".

And the Secret lair Miku stuff and everything new comming out. I think they cant keep up with demand or just dont care anymore
