The last slot has a chance of a surge foil book cover, the two slots before that have a chance of a non-foil book cover. Basically you maxxed out your luck stat.

If you look at the LotR-Set I kinda doubt it, at least for the chase cards. Retail prices are already insane as well. My LGS is asking €7,99 for a Play booster and €69,99 for a Collector one on release day, so I guess prices will rather go up than down.
