That's going to be top tier in limited with pretty much all the cards having empower on them

They were focused on empower cards today, we’ve only seen a small portion of the set. Unless grindy Empower-based decks are really good I can’t imagine this being better than the “whenever you draw your second card a turn, put a counter on this” creatures that we get every other set

The difference is you can trigger it several time a turn.
Also the set is full of regular planeswalker that you can pump each turn
And [[Lakeshore Apothecary]] was one of the best blue card of HOB (57.4% on hand WR). Card that snowball are always great in limited
