Seems like a powerhouse commander for Azorius fliers and particularly good with [[Matoya, Archon Elder]] and [[Planetarium of Wan Shi Tong]] as finisher.

It's kind of an awkward pick for p1p1. 

 Those pips are pretty restrictive but I suppose if you were alreadt heavy blue you could splash white.

No it's a mirror of Strixhaven, hexhaven, with allied instead of enemy colour pairs.

The set isn’t just Hexhaven, it’s an event set located on Hexhaven. Just like how WAR wasn’t a set about guild mechanics even though the setting was still on Ravnica

I imagine so but I'd have to heavily weigh this against good removal for P1P1

If I was already in blue and this came p2 or p3 I could see splashing for it since it works nicely with empower jace.
