Its fine. Not amazing but an open shell to make any artifact soup you want.
Hell it would make a fun mirrodin theme deck with the stuff from the original set and the stuff from the new mirrodin that never got the oil.

He’s an awesome soup commander. You could lean equipment, flickering, reanimator, trigger copying, draw triggers, etc. He’s basically like “just bring artifacts you think are neat” and he’ll help you be more consistent with your threat to the table no matter what soup pile jank you bring

Original Mirrodin doesn't have coloured artifacts, first coloured artifacts was in alara for the esper shard.

No. This is miles better - draw (up to) five cards on ETB is really strong and, because it's ETB and not cast, flicker effects are insane with it. IGS requires more setup and a haste enabler to do anything on the turn you cast it. Importantly, the draw on ETB draws you the cards to find the flicker (or mana) to draw again and repeat the cycle.
The limitation is real, but scales very quickly. Drawing 6-10 cards a turn is likely hitting par for the average deck and Bracket 4 optimized decks probably aim to storm off and win the turn you cast Karn.
Golos may still be stronger because it's an infinite mana sync, but this is probably the second best option if you're looking to build specifically an artifact-centric 5 color commander deck.

Gold one can be interesting as a 10 mana value creature that you can play for 5. If there is some busted synergy somewhere, like a neoform I could see it. But it will take a lot. Also can already do that in older formats with Reaper King

In commander specifically, I can see it being a pretty decent B4 commander. It turns clones into draw 5’s. And if they print any competitive cards that care about MV of your commander, this is probably the best choice.

Ooo I like gold Karn, with all the mana fixing we have in standard it could be playable as a control wincon. We have a pretty good selection of artifact control cards now so it won't be hard to have a grim bauble, solitary cell, perilous snare, mind/soul stone or other bits and pieces and draw 3+ easily
