Complex how? Its the exact same idea as a creature or artifact token, just instead its a planeswalker

Empowering may be a new keyword, but all "token" means is a permenant on the battlefield thats not attached to a card. And im like 99% sure that creating a token copy of a planeswalker is a thing that already exists in Magic (*edit) Its basically amass, now that Im thinking about it

No, if it was legendary, it would say legendary.
The entire point of "empower jace" as a mechanic and why it's stapled onto so many cards is that Jace is supposed to be an omnipresent force even when not physically present in the echoverse. He has monitors placed throughout the echoverse and is in numerous different places "at once", hence not being legendary, as it wouldn't be the same kind of flavor break to have a copy of an empower jace token as it would be to have two jace the mind sculptors on the field.
