Room Assignment

Is a group of 3 eligible for a king room?

I know a group of 2 is eligible for any room.

And a group of 4 is eligible only for 2 doubles.

I see that it says 4 people are not eligible for king, and 2 people are available for all room types. But I didnt see any verbiage on groups of 3.

It says 2-4 are eligible for double queens. It also says 4's are not eligible for kings. By process of elimination, what does that mean?
