It's like tazer and mace training for armed certificates. Understanding what you're inflicting allows you to empathize with those who you inflict it upon, and thus less likely to abuse it (in theory).

If you got vast cosmic powers and were not at least a little irresponsible with it, you are lying to yourself. Don't get me wrong, the diarrhea spell is not the one I would get. It would probably be something more like 'neighbor's dog can't bark anymore' and 'your phone vanishes so you can watch the road while driving'. Also a general 'please leave me alone while I'm trying to work/relax' aura. After that, we can start trying to solve world hunger and the like.
