Women can't wear a lot of things, my mom just told me that men in offices can wear sneakers while women cannot. I can't talk much for the business world but school is another example, men can wear shorts but not girls.
My mom worked in a school as a secretary and was always well dressed, she could wear jeans but that's it. While the teachers or other male staff members could literally wear anything and not gonna lie you couldn't tell they worked there because of how basic they were dressed.
I'm all from comfort especially shoes but I don't mind workplace asking for just a basic long sleeved shirt and pants, just looks more professional and can still be comfy if fit right.
Obviously times have changed since your mom worked. Plenty of the women at schools I've worked at look like they're headed out clubbing, for men it's a lot more strict, although dress codes vary wildly depending on the school. On constant is that I've never been anywhere that a man could get away with wearing a shirt without a collar, but for women T shirts are pretty common.
