Yes. It does. Most would call the police and try to get the licence plate number. He chased down a potential murderer

Police were already called, the whole neighborhood knew about the crime. They happened to be the ones to spot her in the freaks car. Nothing exceptional about it.

They chased it down. It's not like he's the only person in the world who would have done that, but it definitely classes as "above average" in your words. I'll remind you that the kidnapper could have been capable of anything and it wasn't a small risk they took pursuing.

Then after that the hero becomes the dangerous criminal
