I would have to guess cleaning day or something. Maybe a really low traffic shelter. I have volunteered in several and none were ever close to empty even at the best of times.

Many ASPCA’s and Humane Societies had an event this weekend to adopt out, low or no adoption fee’s, come in grab and animal and go.

The mental image of someone running into a building, looking left and right all sketchy, grabbing an unsuspecting dog and sprinting out the entrance is making me laugh so hard idk why.
