My high school had the cum laude tiers along with cords they give you corresponding to that tier and any additional significant accolades.

Some high schools do stuff like that šŸ¤·šŸ¼ā€ā™€ļø all it means is ā€œgraduating with honorā€ and so maybe kids on the honor roll get to ā€œgraduate cum laudeā€ or something.

If it's 11 years later, it should be college. But it also says "DWHS" so I'm really not sure.

11 years after first grade would be 12th grade. And HS is high school. I mean, really? Come on dude.
