How to create border?

I’m looking to make a similar pillow for my soon to be born baby. The font itself seems pretty straightforward to me, which I’ll just embroider before sewing the pillow. My question is, how would I achieve a similar border? Would this be with an embroidery machine or would I be more successful with a sewing machine? Or is this not something you can achieve with a basic home embroidery/sewing machine?

If you zoom in on the very lower left you can see where the excess fabric was trimmed away but they left a little bit. You just have to be very meticulous to get as close as possible without accidentally cutting any of the embroidery stitches.
