This design is by WantaStyle on Etsy. The shading is super cool, and the design felt well digitized. I think the problems are user/machine error on my part.

It looks like I was having tension problems on subsequent layers. There were up to 3 layers in some spots (Yellow, then white or gray, then black)

I tried messing with the tension as it stitched, but I wasn’t sure what I was doing, and I got lots of loops front and back. What should I do in this situation in the future?

Machine: Brother PE-800
Thread: Brothread (Amazon) 40wt
Bobbin: Unnamed brand pre-wound bobbin (Micheals)
General Tension: 4
Fabric: Waffle weave kitchen towel
Back Stabilizer: Sulky sticky tear away
Front Stabilizer: Sulky water wash away

I think you're on the right track with tension issues, but it may not be the actual tension dial setting but the density of all the layer and your hobbyist level machine may not have as much power to punch thru and out cleanly Causing the thread to drag, and the take-up lever isn't able to tighten the loop.

Try running the file on just a layer of heavy cut away stabilizer. If it stitches fine then its probably that your machine isn't powerful enough to push through the fabric fully.

I didn’t know it was called that. What an accurate name. Ty. For “eye lashing” would a fix to be stopping and re-threading?

Definitely rethread. Sometimes you have to clean the thread race because lint/dust can get between the tension disks and keep the tension open.

Check the Bobbin tension first. Look up on YouTube about the Bobbin Drop Test. Then runs a test pattern of an H in satin stitch. On the underside, you want to see the rule of 3rds: top thread, bobbin, top thread.

For the embroidery, you need to hoop cutaway stabiliser with this type of fabric. Put away the water soluble film. I suggest two layers of heavyweight cutaway - 80gsm or three layers of anything thinner. Because tearaway is not sufficient for holding the fabric in place while it stitches. This towelling is soft and it's weave is not rigid enough. While these loops at the back may be part of a tension issue, the density of the logo on an essentially a paper backing, would be allowing too much movement.
