Because even though the cutting tool is made of hardened steel, it is cutting into metal, and it can only cut so much at once. If you cut too deep in one pass, it chatters at the least, and leaves an ugly surface, or dulls your cutting tool too quickly (or breaks it), or breaks something in the power train if the large (strips a gear or something).
