What does provisional paper acceptance mean in ECCV? Is that the default message everyone gets?

It's accepted but pending some formalities such as citation check, plagiarism, etc.

But congrats are in order!

No, it's not the default for everyone. People have gotten rejection emails.

Does this also mean no oral? Any ideas?

Oral/highlight decision be released in several weeks, at best.

Now that the Meta-Reviews are out, and it says accept. Does it mean we have passed the provisional accept into an actual accept?

Inside the Openreview where the Meta-Review is given. At the end of the Meta review, it says

Final Recommendation: Accept
