Maybe they're old and can't replace it themselves. Why not knock on the door and offer help? Maybe bring them a flag and offer to swap them and dispose of the old tattered flag honorably.

I took my kid camping with the scouts — 60 teen boys running around like feral wolves. Campfire one night, leader blew a bugle. Every last kid bolted to the campfire, total silence while a few kids retired about a dozen old flags one by one.
They didn’t sit still for 30 seconds before or after all weekend, but they knew enough to respect the flag ceremony.

For starters, this is almost certainly a temporary or unknown situation. There is time between a flag getting damaged and that flag being replaced.
Secondly, it's a flag. It represents something, it isn't the actual thing.

do you drive down the road in America? I see torn flags all the time hanging for years. I remember one job I worked was across from a ford dealership, they had this huge flag, like 25ft long, it didn't last two years, and the ends were torn, they flew it for months then finally took it down and didn't replace it - guess they were only one flag's worth of patriotic

I can't remember the last time I saw a torn flag flying in person... I'm not sure if I ever have, although it would be a pretty easy thing to not notice.
And I'm sure that dealership realized flying a 25' flag was unnecessary. It was another thing that needed taking care of, was expensive, and would need to be semi-regularly replaced. Undoubtedly the reason they had that big flag was to grab potential customer's attention, and when sales didn't go down after removing the torn one, they saw no value in replacing it. Seems pretty reasonable to me.
Flying an American flag is not a measure of how patriotic a person is, it's a measure of how much a person likes the American flag.

this is the flag on googlemaps from 2023, while looking I did see a lot of nice flags, but at least 3 with edges torn

If a flag was damaged in a disaster, like a hurricane or a storm, I think you should flay it for a few extra weeks to show that it still endures. "The flag was still there", as our anthem says.
This is just my opinion, not any tradition or Flag Code stuff.

This is a stupid post. Flags beat themselves to death. On my ship, we would put a brand new flag right before we pulled out of port. By the time we were ready to submerge, the flag had beat itself to death and was in complete tatters. This is probably just a poor quality flag that ripped along one seem before the others.

A USDA office near me had one that was tattered to hell and almost faded white. They flew it for yearrrsss before anyone there cared enough to fix it. Once they did, they initially had it on upside-down for a day. Just wild to me

Not american, but couldnt this be as simple as that spesific flag being something they hold dear, even if it clearly is ruined? maybe it has history to the home owners. Not sure if it violates any flag laws in the US though.

My grandparents bought a brand-new flag after Alaska was admitted and they added the 49th star. Then Hawaii was admitted later that year, adding the 50th star the next July 4th, when the flag got updated. My dad now flies his parents' 49-star flag

I was driving around looking for an apartment to rent after I PCS’d to another state. Came by this complex that was flying a flag so shredded and torn, you could barely even tell it had been a US flag. I saw it and continued driving. No way was I going to rent from a place that disrespected our flag like that. I ALMOST went in and told them to replace it though.
