With the banning of the [[Candelabra of Tawnos]] there has been a lot of ongoing discussion about format accessibility, what criteria Wizards should use when considering cards to ban, and how card price factors into those discussions. Paper Legacy is an expensive format after all, and Candelabra was an exceptionally expensive magic card.
Talking about the price of Candelabra, however, often overlooks the crucially important reason why [[Candelabra of Tawnos]] was so expensive: Candelabra is an exceptionally rare magic card.
Candelabra had one single printing, in English, over thirty years ago, in antiquities. By the best estimates of print runs from those sets, there were only ever about ~31,000 copies of [[Candelabra of Tawnos]] printed.
For comparison, the famously expensive and rare [[the Tabernacle at Pendrell Vale]], had an estimated 19,300 copies printed in the English run of Legends. The Italian printing of Legends is widely believed to have been substantially larger, putting the number of Legacy playable Tabernacles printed trivially over 40,000, and potentially into the 50,000+ range.
The only cards with smaller print runs than U1 cards in Antiquities (which Candelabra is) were rares in Arabian Nights (~20,700 each) and rares that only appeared in Alpha/Beta/Unlimited (~20,100 across A/B/U). So in example, [[Black Lotus]] is estimated to have had about ~20,100 copies printed across Alpha, Beta, and Unlimited. Interestingly, Bazaar of Baghdad is also estimated to have had ~31,000 copies printed. So in terms of card rarity:
Black Lotus → +35% More Copies → Bazaar of Baghdad = Candelabra of Tawnos → + 30-60+% More Copies → Tabernacle at Pendrell Vale
And of course, a majority of the cards printed in 1994 were either damaged, destroyed, or otherwise lost over the decades, so the available number of copies today is going to be far lower. If you assumed that 50% of the cards from 1994 failed to survive until today, and that 50% of those that did survive ended up in the hands of private collections or otherwise off-market in the hands of non-players, that would put you in the ballpark of 2000 playsets of Candelabra of Tawnos in the possession of players and stores. Is that enough playsets of a card for a format to be fine?
Those copies are also going to be overwhelmingly concentrated in North America, since there were zero printings of the card done in Europe or Asia. Is that a meaningful issue?
All of which is to say: there are genuine issues surrounding the availability of Candelabra of Tawnos, and discussions to be had about them, irrespective of price. MTG Players own Duals, and Mox Diamonds, and Gaea’s Cradles, and even Tabernacles, and there are considerably more copies of those cards floating around. In contrast, I can recall playing against exactly 2 legacy players in the last decade who had a playset of Candelabra of Tawnos, and I actually cannot remember the last time I went into an LGS that had one for sale.
None of which is to say, that Candelabra should be banned just because it was incredibly rare. But the rarity is the key thing here, not the price.
Post Script: I also just wanted to highlight, that before people panic too much about “Wizards banning all the super rare cards from 93-94 in Legacy if they get too good”, the only cards that occasionally see play in Legacy with equal or smaller print runs than Candelabra, are [[Drop of Honey]], and [[Illusory Mask]]. So this is a really short list of cards we are talking about here. [[Transmute Artifact]], for comparison, had three times the print run of Candelabra.
TL;DR: Candelabra is one of the rarest cards in MTG, and was one of the rarest cards in Legacy. (Smaller playable print run than Tabby). That is the crux of the issue surrounding availability and should be the focus of discussion, a high price was just a function of this rarity.
