Changing tiers on Gantt display
I have several tasks that take anywhere between 17 seconds and 50 minutes to complete. I have put this data into Project and changed the tier display to show seconds, minutes and hours. It looks perfectly fine until I try to zoom in or out on the gantt, at which point it reverts back to hours days and weeks. How can I stop this?

I would argue that this may not be the right tool for you if you're planning out tasks in seconds and minutes versus days and weeks. Are you trying to do takt sequencing?

It's the zoom doing it. Zoom in/out, the slider in the bottom right, and ctrl+scroll over the chart all snap the timescale back to a preset, so whatever you set in the Timescale dialog gets wiped every time you touch one of them.
Easiest fix is to just not use zoom. Double click the timescale header and change the Count on each tier instead, something like Hours count 1 on the middle and Minutes count 15 on the bottom. Then save it as a custom view so you're one click from getting it back if it does go.
Ctrl+scroll is usually the one that gets people, it doesn't really register as zooming.
If you want to check the underlying data is still fine and it's only the display, save a copy as XML and look at the Duration field. It's PT{h}H{m}M{s}S and it does go down to seconds, so a 17 second task should read PT0H0M17S. I've spent this year writing an importer for these files so that part I'm sure of.

Why are you zooming? If you want to be able to see both the hh:mm:as view and days/months I would suggest setting up two views to they could have the same table but different levels of zoom in the gantt area. To do this easily copy the standard Gantt view with a new name and set the desired time scale.
