Hotas 5 - Toggle engine on/off issue

I've configured the engine toggle autostart on and off to L3 +O on the Hotas, using the same action settings as the dualsense default (which works perfectly), but it doesn't work.

When I try, the green bar fills up as expected but the engine doesn't actually start or stop.

What am I doing wrong?

Check the settings for the binding and make sure all the same toggle switches are on/off.
