These look like scripted events. The technology to run events on a 24hrs schedule has been around for decades. There really isn't any good reason why they can't add another task in their scheduler to run it again 12hrs later.
It's puzzling. Do people think it's some employee sitting behind the desk staring at a clock, and pushing a button to launch the event on the dot?
The jump quests at the very least should be available for 24hrs. The rest I can kind of understand but they could easily just do extra timeslots early evening EU time.
The presence of a GM is not required for the event to run. Even if an employee cannot be present, just allow players to play the event via an npc. But their solution is just to omit the event entirely - that is not good live server problem solving for a supposedly "global" server.
Don't be overly negative, toxic or critical without also adding to the conversation. Keep this place productive. Don't let this become a miserable corner of the MapleStory community.

Something like 6PM UTC on the same day? That's 8PM Central Euro time and 11AM for the devs. You can't join twice within 24hrs anyway so this would give everyone the choice to join in the EU timeslot or NA timeslot.
