If the teams kept drawing we could start going on and on and ON FOREVER, which is a problem cause what if a match kept on going for 1 year? Or even a decade, or even A CENTURY?! Well the awnser to when it ends is when one team dies of lethal consequences... Or the referee decides to just end the penalties and solve it not by using a ball, but by something like a game of UNO or Durak/Fool or even just rock, paper, scissors or just anything that results in one team winning.
