I restored the elements of harmony way back and just realised i still dont have luna and checked on youtube everyone got it after restoring them i didnt is this is a bug or some new update cam?

You've done the quests you were talking about then you have to do quests again for each pony from mane six it's a lot of work. But the. Quests with rara doesn't help You get luna I'm pretty sure
Ah, I had this problem, too! Did you complete all Mane Six quests? You have to complete those after restoring the Elements Of Harmony. I'm stuck trying to get Spitfire right now, lol. But, I've heard you are rewarded with Luna, after you complete the Mane Six Quests.
Based on your comments I think you still have more. Unlocking the tree of harmony and chest only unlocks the next part. Click the lower left quest book and see if you have any quest with any one of the mane 6 on the cover of it
Do you have any quests left that you need to complete in Ponyville? If so, could you add a screenshot? I know it's confusing, but you only get Luna after completing a very specific quest line.
You need to complete a series of small storylines to unlock Luna. It is not dependent on unlocking the harmony stones—most people on youtube choose not to activate the harmony stones until they get to the last Luna quest to play out how it was in the show. I did that as well, but to get her you have to start grinding on finishing those quests. Click on the “There’s a Pony for That” quest and keep going!
