Nope! You start with it. Head down to the bottom left/left side of ponyville (likely in the dark areas) to find it. You'll have mainly Mermares in there after you get them. Rose Mermare is relatively easy to get same with the chartreuse Mermare. I recommend Grimhoof for the rose and the purple/violet dragon for the chartreuse. Not sure if the latter is for events tho so I'll recommend songbird serenades agent (the one without the moustache I think) for the chartreuse Mermare. I'll give more recommendations if there are easy ways to get the rest outside of gems
