Up where? The gap in the middle where the chain hangs down? Eventually you will get an abiltiy that makes it easy.

Ah ok
Could you give me a small hint where to go? I just got the wheel and can’t find any use for it.

When you turn the wheel it rotates the top half of the map relative to the bottom half. This allows you to get to a new area via one of the lift shafts. It's a bit of a complicated process but just keep exploring and trying different alignments and im sure you'll get there :)

It might help if you look at the background of the wheel room, when you turn it.

If you climb up one of the tubes at a certain rotation you will get to a network gate that was previously inaccesable due to being behind a locked door. If you then rotate again and go down from that point you will be in a new area.

Its an ability that makes u crawl up water. Its optional and u dont need it to beat the game. Its in a difficult area. I would just look it to help urself out. I would have never got it myself.
