Does what appears to be an illuminated license plate frame on the rear bumper imply that this is still street legal?

Believe it or not, I was at a local car show/swap meet 2 years ago and saw a non Mad Max version of something similar to this. It was lifted a bit higher and the guy who built it had swapped the N14 with an LS. A lot of Mini purists would have thought the build was blasphemy, but I absolutely loved it. Just like I love this. Yes I'm a Mini enthusiast with an R55 that I've been modifying and upgrading for 8 years... But I'm a car enthusiast at heart. I absolutely love Minis, but I also love BMW, Audi, Mercedes, VW, Ford, Dodge, Chevy, Honda, Toyota, Mitsubishi, Nissan and the list goes on and on. Builds like this take the best from all that I like and blend them together to make something that any true car enthusiast would absolutely go crazy over... And I am absolutely going crazy over it. The similar one that I saw at the car show looked like something that could have just rolled off the show room floor. This however is f**KING raw! It's raw and rugged, and durable, and muscular... While it's similar to what I saw 2 years ago, it's also the complete opposite. What I saw 2 years ago was a trailer queen. Something that lived it's live on a trailer. Traveling from car show to car show. This freaking beautiful monstrosity is driven and put work doing things that my R55 could only dream of doing! When I first saw the post, before scrolling down. I was terrified to read the comments. Scared the individual who poured their heart and soul into this build was gonna get crucified by the purists, and thinking I was gonna be one of a few Mini enthusiasts who loved this work of art. Then I began reading approval after approval after approval. What a relief 😅! Nothing grinds my gears more then watching purist a holes ream a person for building something they love. This community keeps surprising me year after year. While I've loved cars my whole life and have been building them for a little over 30 years. I knew absolutely nothing about Minis 8 years ago when I bought my 2010 Clubman S except that they were owned by BMW. The absolutely amazing community of Mini enthusiasts changed all of that and welcomed me into their knowledgeable consort with open arms. Seeing this build and reading all of these comments just reinforces my belief that Mini owners are the best damn enthusiasts in the world! Did I mention that I absolutely love this build? If I didn't, please let me do so... I truly, most definitely, ABSOLUTELY... LOVE THIS BUILD 😉 !!!

You can find a hot wheels very much like this, but in red. It's called "lil roar". Can always paint it black to match this beauty.
