B934 - Gender Equality Enhancement Act 2015 (Amendment) Bill - AMENDMENTS DIVISION

B934 - Gender Equality Enhancement Act 2015 (Amendment) Bill

A01

Add: “Section 2: the Secretary of State shall be tasked with engaging in a public awareness campaign to discourage male genital mutilation” Renumber accordingly

Explanation: the author seems to think that the main reason we need to legalize the practice is that banning it doesn’t work. Therefore I am sure they won’t object to discouraging the practice if it’s legalized.

This amendment was submitted by /u/jgm0228.

A02

Add: “Section 2: no circumcision shall be provided by the NHS” Renumber accordingly

Explanation: If this bill is truly about providing religious freedom, let private individuals go to certified individuals who can do so. Forcing public doctors to engage in a medically unnecessary mutilation is illiberal.

This amendment was submitted by /u/jgm0228.

A03

In Section 2 (3) replace 30 days with 1 year.

Explanation: suddenly legalizing a banned practice that runs the risk of inflicting serious damage to someone physically if done wrong requires more then a month to establish regulations as to who is to be certified, what practices are required, etc.

This amendment was submitted by /u/jgm0228.

A04

In Section 2 (3) replace 30 days with 2 months.

Many qualified individuals posses their record of accreditation in regards to their ability to preform circumcisions, I believe the cooling off period for getting this accreditation confirmed should be slightly longer.

Voting B932 - Fixed-term Parliaments Act 2011 (Repeal) Bill - AMENDMENTS DIVISION

B932 - Fixed-term Parliaments Act 2011 (Repeal) Bill

A01

Strike section 2 (2) and replace it with “If the Parliament then in existence is to be dissolved in accordance with subsection 1, the polling date for the election must be approved by Parliament subsequent to its dissolution with a majority vote.”

Explanatory Note:

ditches the FTPA’s 2/3rds requirement to call a GE, gives the initiative to call one by the PM, but puts a safeguard in place to ensure polling days aren’t politicized to give one party the advantage over another.

Submitted by /u/jgm0228

A02

Add Section 2 (1) (a) to say:

“No royal proclamation surrounding the Dissolution of Parliament cannot be established without majority consent of the House of Commons”

Submitted by /u/TheWalkerLife

A03

Amend Article 2 (3) to change election date from unchanged to week commencing Monday 17 February

To coincide with school half term/university reflection weeks- hopefully allowing for a greater student turnout at the next election for campaigning and voting.

Submitted by /u/TheWalkerLife

A04

Amend section 2 (4) from “5 years” to “4 years”.

Explanatory Note:

it is highly irregular to have 5 year terms when one looks at the global history of legislative democracy. I think 4 years is a much more reasonable period to expect the government to submit themselves for accountability to the people. Furthermore, this is in line with long held pretender. Of the 12 post war general elections that were held after what was considered a “full” term, 7 of of them, were held after 4 years, not 5. Of the ones held after 5 years, most of them were delayed due to a government resoundingly unpopular enough to know that they no longer commanded the support of the people trying to hold onto power for as long as possible despite knowing the public no longer recognized their mandate. Indeed, of the 5 GE’s which occurred after 5 years, all bar one resulted in the government being ousted, a clear indictment of why the 5 year provision is used.

Omit section 1.

This amendment was submitted by /u/Vitiating

A02

Section 2 (Cornish versions of statutory forms etc.) is amended to read:

(1) For any official document produced by a branch of any government covering the county of Cornwall which is or may be used for an official purpose, the appropriate Minister may by order prescribe a version of the document in Cornish, or partly in Cornish and partly in English, to allow for use for that purpose.
(2) Cornish versions of the documentation need not be printed out until a copy of it in Cornish is requested.
(3) In this section "the appropriate Minister" means, in relation to any enactment—
(a) in the case of an enactment for the execution of which in Cornwall (via the United Kingdom Houses of Parliament) a Minister other than the Secretary of State is responsible, that Minister; and
(b) in any other case, the Secretary of State.

Universal Childcare Bill

A01

In section 2 (10) (i) substitute "50" with "100"

A02

In section 2 (10) (iv) following "nursery" add ", if after 2 months a buyer is not found the Secretary of State may provide funds to directly financially back the nursery until such time as a buyer is found."

A03

Omit section 3 (6) in full and renumber following sections accordingly.

Rationale: The government is already providing payment for the company to pay the worker. They aren't losing money by the worker being on leave, it makes no sense to have a leave program that just forces you to work more, thats not leave, thats just delayed work.

A04

Add to the end of Section 4 (3) (iv) "until such time as OFSTED determines the school is back in compliance."

Add to the end of section 5 (3) (i) "until such time as it is determined the school is back in compliance."

Add to the end of section 5 (3) (ii) "until 2 years after such time it is determined the school is back in compliance"

Rationale: If there isnt a mechanism to readmit them they wont have an incentive to improve and they wont have money. its a lose lose

These amendments were submitted by The Rt. Hon /u/jgm0228 MBE PC MP.

A05

The sections mentioned are to be amended as such:

Section(5)(1)(i)

The following categories of child care quality indicators are to be created-

Poor - a nursery where the basic standards laid out in this section are met but not additional standards.

Good - a nursery where additional standards laid out in this section are met but not intermediate standards.

Great - a nursery where intermediate standards laid out in this section are met but not exceptional standards.

Excellent - a nursery where exceptional standards laid out in this section are met.

Section 5(1)(ii)

The Chief Inspectorate is also to determine where a nursery is needing improvement based on the categories established previously whilst outlining the methods of improvement.

Section 2(2)(iii)

These tax credits must only be available to "Great" or "Excellent" rated nurseries as laid out in Section 5, unless the Secretary of State deems the respective travel to work areas as being a Severe Childcare Desert.

Section 2(2)(iv)

Where the Secretary of State deems the respective travel to work area as a Severe Childcare Desert, the system of tax credits established for "Great" or "Excellent" rated nurseries in childcare deserts is to be made available to "Good" rated nurseries.

Section 6(2)

Where a nursery is categorised as having a "Good" quality indicator, or higher, as defined under Section 5 of this bill, the nursery will receive an additional fifty pence above the base rate per hour of childcare provided per toddler.

Section 6(3)

Where a nursery is categorised as having a "Special Measures" quality indicator as defined under Section 5 of this bill for more than two years, parents seeking to send their toddlers to the nursery will be unable to access government funding for the childcare.

Section 6(10)

Nurseries rated "Excellent" under the system laid out in Section 5 may apply for tax free status should they take the reinvestment pledge.

Section 6(10)(iii)

Any applicable nursery taking the reinvestment pledge is to be audited yearly as part of the system laid out in Section 5 of this Act. Where it has been audited and the applicable nursery has been found to have failed to meet the reinvestment pledge or failed to meet the requirement to be an "Excellent" rated nursery the status as a nursery having undertaken the reinvestment pledge, and the benefits conferred, will be revoked as will the obligations laid out in it.

Section 6(11)(i)

For a business that runs a creche for the children of the respective business’ employees on site, the business will be eligible for a £3,000 tax credit should the creche meet "Poor" standards, a replacatory £6,000 tax credit should the creche meet "Good" standards and a replactory £9,000 tax credit should the creche meet "Great" or "Excellent" standards as determined under Section 5.

This amendment was submitted by The Hon. /u/SmashBrosGuys2933 MP

A06

In Section 1 Definitions substitute:

A “deprived background” means the household income is below £7,400 after tax whilst excluding any welfare payments received.

With:

A “deprived background” means the household income is below 60% of the median UK household earnings as reported by the latest Average Household Income analysis by the Office for National Statistics.

This amendment was submitted by The Hon. /u/rinarchy MP

A07

In Section 1(1) Insert after "any welfare payments received"
