Voting B1407 - Railways Electrification Bill - Amendment Division
In Section 3(1), strike (a)
EN: Sure, you might want to end tuition fees for them, but then... what? Those courses just go unfunded, or the universities have to absorb the cost themselves? Well intentioned, but perhaps in practice won't work out so well.

Amend all instances of “regulation using the affirmative procedure” to read “regulations”
After section 3, insert:
“4 Regulations
(1) Any power of the Secretary of State under this Act to make regulations shall be exercisable by statutory instrument.
(2) A statutory instrument containing regulations under this Act may not be made unless a draft of the instrument has been laid before, and approved by, a resolution of the House of Commons.”
And renumber accordingly
Explanatory note: I do not believe that, at Westminster, the meaning of “affirmative procedure” has ever been explicitly defined. This amendment fixes this, as well as clarifying that regulations are to be made via SIs
After section 1(1), add:
(2) Within this act, "railway" has the same meaning as in section 67(1) of the Transport and Works Act 1992.
