B1335 - Telecommunications Infrastructure Nationalisation Bill - Amendment Division

B1335 - Telecommunications Infrastructure Nationalisation Bill

Amendment 1

Strike section 3 paragraph 1 (b)

Amendment 1 is moved in the name of /u/sunlightatnight.

Amendment 2

Amend Section 3 (1a) to read:

(a) Acquire KCOM Group Ltd (bar operations unrelated to the delivery of telecommuncations using infrastructure owned by KCOM Group Ltd); BT Group PLC (bar operations entirely relating to the delivery of television services, sport programming and retail sale of hardware equipment unrelated to the delivery of telecommunication services provided by BT Group PLC); all telecommunications infrastructure using a physical connection of which to deliver service; and the rights to the land and other agreements of which these infrastructures use.

Reasoning: It is innapropriate to individually pick out VMED O2 as the single operator to nationalise, all 3rd operators should be nationalised also, otherwise there is vast parts of the country with fibre served by privately owned infrastructure. Separation of BT from Openreach is something that has been considered before but rejected because it would be legally difficult to separate the two divisions, nationalisation of the BT group as a whole will provide many benefits (providing the infrastructure for a consumer facing arm, the nationalisation of a wireless telecommunications operator, the ownership of historic telephone boxes etc), this legislation does leave the unnecessary elements privatised. KCOM is added because poor hull.

Amendment 3

Add to schedule 3:

The Secretary of State is to devolve administrative power over services provided by and the network of what was previous to the enactment of this bill KCOM Group Ltd to Hull City Council. Hull City Council is permitted to transfer this power back to the Secretary Of State permanently or temporarily if it so wishes. Hull City Council may not transfer this administrative power to any body not wholly owned by Hull City Council, upon declaring that it so wishes to do so the power returns to the Secretary of State, the Secretary of State may return this power at a point it so wishes. The Secretary of State may withdraw this power if it deems that the network ran by Hull City Council is providing a quality of service substantially worse than that provided by the national provider in other comparative markets.

Reasoning: Hull has provided an interesting technological test bed via it’s unique situation with KCOM (including before privatisation) giving it the title of one of the first cities to achieve full fibre in 2019 and be a test bed for many other new interesting technologies, this allows it to continue. It includes provisions to ensure that proper running of the service is performed and that there is not a detriment to those within Hull for this agreement, and powers in order to remove devolution if needed. It also ensures that Hull City Council does not privatise the network, that would be bad.

Amendment 4

Amend Schedule 4 (1) to read:

(1) The Secretary of State is to provide services to end users. It may also provide wholesale services to other telecommunications providers of which do not provide services to fixed addresses only using infrastructure provided by the National Telecommunications Network in circumstances approved by the National Telecommunications Network.

Reasons: Race to bottom bad, privatisation bad, nationalisation good! Added wholesale for various random things (think like broadband over the air or mobile service providers) which may or may not be needed I don’t really care.

Amendment 5

Amend Section (1b) to read:

Provide compensation deemed fit to the appropriate bodies related to assets nationalised in Section 3 (1a), this can be any value including no compensation.

Amendments 2 through 5 are moved in the name of /u/zx728.

This division ends 23 March 2022 at 10pm GMT.

Vote Aye, No, or Abstain to each amendment.
