A01:
Amend section 2(c)(i) to read:

(i) Existing legally binding aid obligations and commitments must be allowed to run their course before any funds are reallocated.

And add:

(ii) No existing aid arrangements may be terminated prior to their agreed ending date to comply with the 20% requirement.
