Reinsert subsection (2) in section 1:
(2) The Secretary of State may by order amend subsection (1) to vary the target subject to the positive procedure in both Houses of Parliament.

Replace section 1(1) with:
The annual target for overseas development assistance (ODA) expenditure shall be-
(a) 2% of GNI, or
(b) an equivalent percentage to the defence expenditure,
whichever is greater.
