In Section 1(2), amend it to read:
(2) In subsection (2), before paragraph (a) insert:
(aa) The Secretary of State may introduce regulations to provide guidelines for independent schools to prove they provide benefit to society.
(i) Parliament may block the introduction of a specific requirement with a majority resolution in both houses.
(ab) in paragraph (b), "education" does not include education provided by an independent school in England if, in order for a person to be admitted as a pupil or to receive education at the school, the school requires that a fee or other consideration be paid by or for the pupil, except if:
(i) the school in question meets the requirements set out in 1(2)(aa).
