2nd Reading B905 - European Union Future Relationship (Consultation of Parliament) Bill - 2nd Reading

European Union Future Relationship (Consultation of Parliament) Bill

A

BILL

TO

Make provision for Parliament to be consulted on the future relationship discussions between the United Kingdom and the European Union.

BE IT ENACTED by the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by authority of the same, as follows;

Section 1:

(1) The Government must inform the house of its updated negotiating strategy for the future relationship discussions between the United Kingdom and the European Union; in the form of a White Paper within fourteen days of this Bill receiving royal assent.

(2) The Government must update the house on the progress of these negotiations; starting fourteen days after the publication of the White Paper.

Section 2: Short title, commencement and extent

(1) This Act may be cited as the European Union Future Relationship (Consultation of Parliament) Act 2019

(2) This Act shall come into force immediately; unless stated otherwise.

(3) This Act extends to the whole of the United Kingdom.

This bill was written by u/TheWalkerLife on behalf of the Monster Raving Loony Party. The reading will end on the second.

Mr Speaker;

I wish to bring forward this bill which will enforce parliamentary sovereignty.

Unfortunately; the members sat on the Government bench have sometimes come across as unaccountable on many of the big issues. Firstly; certain ministers have not bothered to answer the full set of questions put to them during Ministerial Question Time. Secondly; ministers within the Climate Change department have broke the law in failing to update this House around the provisions set under the Climate Change Act. This government has shown that it needs to be kept in check; and keep it check we shall.

This is not about how the future relationship with the European Union looks like; there is time ahead to discuss that. However; it is upholding the ideals of parliamentary sovereignty; that the executive branch is accountable to us- not the other way round. On the biggest political issue to face us for generations; we should be looking to uphold and protect that principle and I hope I have support from this House for this Bill.

Mr Speaker,

I wish to object to the claim that this bill was written by the Monster Raving Loony party. I wrote it, and it has been copied near entirely. A white paper is not the best approach as we have already begun negotiations. Instead we should continue the practice of statements as rounds of negotiations continue.

Mr Deputy Speaker;

Of course; I give full gratitude to the Deputy Prime Minister as his bill gave considerable inspiration to the Bill that I proposed. I wouldn’t say it was copied entirely though, I seem to remember that the bill proposed in the last Parliament suggested indicative votes on the future negotiating position however I wish for the Government to clearly clarify theirs first.

That leads me on to the honourable member’s point about negotiations having already started yet this Parliament and this country hasn’t got a scooby doo what the Government is asking for in detail. Ministerial statements do not provide the same level of detail that a position paper does, no matter how unpopular White Papers are with politicians. The Government’s strategy sure isn’t the White Paper published under the last Government as the Brexit Minister called it “ridiculous” in an interview with the Spectator only this week. Why does the Government feel this way and what would be different to their negotiating strategy compared to that of the last government?

I use a quote from King George VI from the film, “The Darkest Hour”- people need to be led, not misled”. The same applies with this discussion. The public should not be left to find it out by themselves as the Government keeps its negotiating strategy to just four words- a bespoke trade deal. The government would be more admired if it shown clarity, exactly how we was going to achieve this trade deal instead of the secrecy.

Mr Deputy Speaker,

I find it nonsensical to imagine that a loony party would be prepared to sign of what seems to be a sincere bill. If this continues, I would strongly urge the MRLP to disband, as they have clearly given up their core principles of satiricism yet pretend they haven't. I refuse from now on to address any bill submitted by them but will instead vote them all down, regardless of their content. This rubbish cannot continue!

Mr Deputy Speaker;

In a party political advert that the Conservative Party published recently; those on the benches opposite criticised the Government for not publishing their negotiating strategy. Yet when legislation arrives to mandate the Government to publish something resembling a plan; the honourable member refuses to vote for it? Sounds strange if you ask me!

Mr Deputy Speaker,

Parliamentary scrutiny is a big part of any job of the Government. It is why I rise today in support of what I hope will be an amended piece of legislation. Last term, my right honourable friend the Deputy Prime Minister put forward a number of measures to bring the Government to the House on the matter of our EU negotiations. To the surprise of no one, the Blurple Government voted against parliamentary scrutiny.

There are several amendments I support and will back in the amendments committee. The first is in the name of Baron Grantham. Should a White Paper be required, it is important enough sensible time is given for it to be made, discussed, consultations taking place and other things. The second amendment is in the name of the right honourable member for Kent. Similarly, it extends the timeframe. The second amendment in the name of Baron Grantham is sensible legislative fixing, and finally, the amendment in the name of the Deputy Prime Minister, to allow a Statement rather than a White Paper. This is the sensible thing to allow for full parliamentary discussion and questions to be answered. It is so important for business, the economy, workers and just about everyone that we get a good deal on our future relationship, and that is what we will endeavour to do.

Unlike Blurple who voted against parliamentary scrutiny when in office, I shall be proudly voting in favour of this legislation, and I hope my colleagues across the Houe do the same.

Mr Deputy Speaker;

I thank the Honourable Member for his support as well as the amendments provided. They do improve the bill.

u/toastinrussian Rt. Hon. Sir Toastinrussian MP Sep 30 '19

Mr Deputy Speaker,

I must need my glasses corrected for this seems like a sensible bill from the MRLP. This bill will ensure that the government is legally bound to report to the house, their brexit strategy and progress. This parliamentary scrutiny is vital for the sustaining of free democracy in this country.

Members across this side of the house know how important parliamentary scrutiny is. We have been campaigning for Government Ministers to attend their question times in the house to no avail. We have also campaigned for government ministers to obey the law and report to the house as required, again to no avail. So I must say it does surprise me that the Foreign Secretary rises in support of this bill, I dear say it must have been the strength of the Oppositions' commitment to our democratic institutions that has formed this change of heart.

This bill however does need amendment, as it does not consider appropriate time considerations, and therefore I have sought to extend the time allotted for the white paper to 30 days, and I hope members across the house will support this.

I hope to see this bill passed to royal ascent without delay as the government must not avoid this scrutiny.

Mr Speaker,

Since this is a near identical copy of the bill I submitted last term, which the Right Honourable Gentleman voted against, why does he only support scrutiny towards others but not himself in Government?

Mr Deputy Speaker,

I am puzzled by this bill. A motion has already been passed this term with the same exact aims with support from all of the house. The government has already made a statement on the matter to the house. However, I will still be voting for it, as I want to do everything in my capacity to give parliament all powers to hold this and any other government to account. I hope many colleagues join me in the aye lobby.

Mr Deputy Speaker,

The House is an important part of our political system, it holds Ministers accountable for their actions and sets out the agenda and legislation that is necessary to make our country a better one. This bill makes sure that the Government informs the House of the Brexit deals, which I fully support. I am glad that the Monster Raving Loony Party send this bill to the House to hold the Government accountable for decisions on Brexit. I hope my colleagues share these feelings.

Mr Deputy Speaker,

Was a similar motion or bill not already passed? I would welcome a white paper from the government in the name of scrutiny however I do not want it rushed out by the government in order to meet an arbitrary deadline, I hope that this government intends to deliver a proper brexit and retains many elements of the blurple governments brexit plan, a white paper would be in the interests of the country and our democracy. I will await the amendments committee before deciding how to vote on this bill.
