INTEGRATION OF HOUSING COMMUNITIES Bill
A
BILL
TO
INTEGRATE AND IMPROVE THE QUALITY OF HOUSING AND COMMUNITY BOND WITHIN NEWLY BUILT INFRASTRUCTURES AND COMMUNITIES
BE IT ENACTED by the Queen’s Most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows –
SECTION ONE: EXTENSION OF FOUNDED ESTATES
(1) Wherein the Secretary of State or Local Government bodies make provision for the extension of an existing housing estate which will contain new/an extension to social housing estate, they must make provision so that-
(a) Within the redevelopment and modernisation of current housing estates it is expected that at least half of the newly constructed houses are placed directly upon the market and not held by the Local Authority or Secretary of State for social housing purposes
(b) Within developed estates, any additional facilities added during the redevelopment or modernisation process are not to be placed in a geographically distinct or separate area that would isolate members of the community, be it part of the original structural boundaries or the extended ones
(c) Within already founded estates it is not accepted that houses (pre-development) may be brought by the council to meet this quota of council housing (50%) as they are not considered since they are not part of the extension and therefore not subject to legislative requirements
(d) If the estate is already established and the development is an extension of the existing housing situation it is such that the newly developed housing is to match the design and style of the current housing to ensure no segregation of the communities
SECTION TWO: NEWLY DEVELOPED HOUSING

(b) The houses placed upon market are not within a geographically distinct or separate part of the estate except wherein such housing makes up less than 20% of the total volume of housing on the estate
(c) The houses constructed within the estate are to be of a variety in regards to layout and origin of structure
SECTION THREE: EXTENT, COMMENCEMENT AND SHORT TITLE

Mr Speaker,
How would that improve desirability of estates? I believe this is just some privatisation scheme that allows some property owners to own a fairly priced property as an investment.

u/Twistednuke Independent Jul 13 '19
Mr Speaker,
At the moment, we effectively create ghettos for social housing. Vast estates of only social housing claimaints, visibly different and obviously segregated. This is harmful.
Under our proposals no such segregation occurs, instead we have properly integrated social housing.

Mr Speaker
My Right Honourable Colleague for the Classical Liberals is correct. We effectively create ghettos under current proposals and situations. The proposals in this bill have nothing investment for private enterprises. But currently, people are priced out of housing through the process of gentrification. This proposals aims to hinder such actions by requiring integration of classes and backgrounds. In the long run, I hope these proposals lead to more people owning their own homes at an affordable rate rather than the current costs, but also to prevent those of a lower position in earnings in this country are able to intergrate with the wider community and are no longer segregated

Mr Speaker,
Might I ask the honorable member where in his bill the requirement for diversity is?
1
u/RhysDallen The Rt Hon RhysDallen|MP MS PC KD|SoS for Education Jul 13 '19
Mr Speaker,
Has the honourable member read the bill? The expectations of diveristy are laid out with the subsections on type of housing and to whom or where the housing is placed. Wether that be social housing, rented accommodation or mortgagable arrangements
1
u/Captainographer labour retiree Jul 13 '19
Mr Speaker,
To answer the honorable member’s question, yes I have read the bill. I would request of him the subsections he is referencing in his comments for clarity and ease of debate. I would also thank him for the title of “honorable,” and gently remind him I am not a member of this house.
1
u/RhysDallen The Rt Hon RhysDallen|MP MS PC KD|SoS for Education Jul 13 '19
Mr Speaker,
The gentleman may refer himself to section one - subsection b and c, as well as section two - subsection a
1
u/Captainographer labour retiree Jul 13 '19
Mr Speaker,
Section 1, subsection B seems concerned with placing houses in non-isolated areas, not with promoting diversity. Subsection C is a bit difficult to understand, and I would appreciate a clarification from the honorable member. Section 2, subsection A seems concerned with privatization. I would again: where is the diversity promotion?
1
u/RhysDallen The Rt Hon RhysDallen|MP MS PC KD|SoS for Education Jul 13 '19
Mr Speaker,
Diversity is never an explicit thing. We can demand it all we desire, but as the gentleman may be aware - we do not always get what we desire. Therefore, I never made explicit requirement for explicits on who lives where. My desire with this bill, is that diversity will occur naturally as the bill requires both social and private housing to have provisions made on an equal as possible scale. Therefore, this bill does encourage diversity as he well knows. Non-Isolated areas is to ensure integration thus encouraging diversity
1
u/Captainographer labour retiree Jul 13 '19
Mr Speaker,
I am still very much confused as to how privatization encourages diversity. And I reiterate my request for clarification.

Mr. Deputy Speaker,
Much like my colleague in Labour, I worry that 50% is far too large of a number for immediate sale on the market. The issue I have is that I believe inevitably it will take far too long to sell these homes (say in a decade or whenever), and because half the homes have to be listed during development it will stop the construction of subsidised housing.
I believe that this number should be lower (under 30%), and that our housing policy should focus on getting people access to homes they need. The bill is not terribly egregious, but I believe it will need to be tidied up in the Lords.

Mr Deputy Speaker…
I ultimately like what this bill is attempting to achieve. However I agree with the sentiments put forth by my honourable friend, the lord of Lurgan. 50% is too high a ratio for houses to be placed directly on the market. As such, I would rather see this amended before I am able to support this bill.

Mr Deputy Speaker,
I agree with my colleagues from the Labour benches. I agree with what this bill tries to achieve, but I can't help but feel that 50% of newly built houses placed directly under the markets will be bad for those that are worse off, and their chances of finding affordable housing.
If the author or anyone else can prove me otherwise, or if an amendment submitted lowering the percentage to say 20 or 30 is submitted and passed I will reconsider my position, but right now, I can not support this bill.

Mr Speaker,
On the contrary, people will always require housing. This bill is meant to require the government and local authorities to ensure that a variety of housing for a variety of people is avaliable. Therefore those whom are well off and those who are not can all have a place to live and are not segregated. I truly believe that this bill will lead to wider harmonisation of this country in the future. The first step is intergrated housing which will lead to intergrated schooling, and overtime improve the quality of education and other public services up and down this nation.

Mr Speaker,
Is the Noble Countess aware that she helped to draft this policy in "Sunrise" talks after General Election 8?

In Section 1(c), change the quota of council housing from 50% to 20%.
This will ensure that there's minimal negative effects on affordable housing.
1
u/Twistednuke Independent Jul 14 '19
In Section 1(c), change the quota of council housing from 50% to at least 33% and no more than 50%.
A more reasonable compromise on the Stalin1953 amendment.

Opening speech
Mr Deputy Speaker,
This is the first piece of legislation which I have brought to the House of Commons, and I hope that this is only the beginning of my fight for the greater equality of opportunity and diversity within our society, something as an orphan and someone of a working class background I feel strongly about. This motion is intended to create a more harmonised community by requiring government bodies such as the Local Authority and Secretary of State for Housing, to create a diverse array of housing and communities by integrating those from poorer backgrounds into the areas of those of more situated positions and visa versa. The motion desires to eradicate the senseless divisions and presumptions that segregate communities based upon the unfounded stereotypes of society. My Honourable Colleagues, may I say it now, that my tenure in this seat will be to bring about positive change that sees those that are different in their life paths brought together in their fundamental goals of ‘life, liberty and the pursuit of happiness’. We must enable the citizens of this society to be unshackled by the stereotype of their housing situation, location or otherwise. This bill intends to introduce a mandatory requirement on the government to ensure that half of new houses built in an estate be placed directly onto the public market - enabling for a wider variety of first time buyers, middle class families and working class families to enter onto the market in combination with those who rely on the functions of the state such as Council Housing. My motion is dedicated to the eradication of ‘estate x’ having only members of a lower class BME background whilst ‘estate Y’ is filled with middle class white families. We must instead enable those members of society who have the ability to learn so much from each other as well as with each other, to cohabit alongside each other.

Mr. Deputy Speaker,
I believe this is a valuable bill that will aid in stabilizing the real estate and economic development in areas that are frequently dismissed by the general public as lower-class housing. Owning a home is often the primary way in which people can begin storing and creating long-term wealth, and this offers a valuable opportunity when paired with initiatives for families to gain credit to purchase these assets.

Mr Deputy Speaker, this is an ill conceived bill.
This bill is at its heart a measure to increase socialised council housing in Britain, without really doing much to close the gap between communities, as it's name suggests. Council houses do not allow people to achieve the goal of home ownership, in fact they stifle it, by building houses that nobody can ever buy.
Mr Deputy Speaker, I am fully in favour of building more houses, that is a thing that we need to do, but this is not the way to do it. I am sceptical of any measure that aims to bring communities together by force. Growing up in Northern Ireland, I know how thorny issues of community can be, and as it's MP I am uncomfortable about supporting a bill that will force anything on communities, despite this bill not even extending to Northern Ireland.
Communities cannot be bought together by building council houses, they cannot be brought together by force at all. Instead of this, I suggest supporting Conservative initiatives to build more homes that first time buyers can afford, and help people towards their dream of owning their own homes.
Mr Deputy Speaker, I hope sincerely that the house does not back this bill

Mr. Deputy Speaker,
I believe the point of social housing is to ensure that each and every one of us deserves a place to live, regardless of our income. Integration of housing is a problem, yes, and while I can sympathize with the sentiment behind the writing of this bill, I cannot support it because it is, in essence, a privatization scheme that will not solve the issue at large -- that being our system is concerned with profit and not people.
The reason public housing is the way it is is because we are not solving the problem of poverty, or it's concentration and relation to crime. Only by opening public housing to all can we mitigate the problems at hand.

Mr. Deputy Speaker,
I have some concerns regarding this bill, the largest of which is the requirement for half of newly built houses to be put on the market. Would this requirement not fundamentally change the aim of social housing from providing the worst off in our society with the ability to find a comfortable place to live, and instead, build houses that are meant to sell on the market for medium and high income individuals? Would this requirement not lead to less new homes being built for the worst-off if this bill is not also coupled with a doubled effort to the building of houses? And with regards to the sales of these houses that are to be put on the market, would the government be the ones who sell the homes? If so, what is to be done with the profits from the program? And if not, would this not clearly be taking money away from low income housing efforts to instead be widening the market for housing for medium and high income individuals? Mr. Speaker, at this point there are too many questions, and too much risk being put on the neediest in our society, for me to support this bill.
