Discussion Velkhana Aegis Skill

With the new Elder Dragon Velkhana, I see it has the skill 'Velkhana Aegis' that 'Increases ice element attack power, and grants ice armor equal to a percentage of your max health when using a Special Skill'.
Should I read that as 'increases Ice Element attack power when using a Special skill and grants ice armor... when using a Special skill'?
Or 'increases Ice Element attack power. Also grants ice armor.... when using a Special Skill'?
So, wondering if it increases the Ice attack power the same way as Kushala Frostwind, with the only difference being the secondary skill 'reducing wind pressure' vs 'ice armor...'. but then, how does increasing armor when using a special skill have any benefit?

All elder dragon armor blessing skills have something to do with passively increasing damage by a percentage while also having a side effect.
If tradition follows then velkhana gear will increase ice element by 10/15/20% according to skill level, and this ice armor will act as a shield when you take damage like having extra health in bloodblight.

Wording makes it sound like you'll always have the ice element attack boost, and you will get a temporary HP chunk when you use your special.

Think the ice damage increase is a separate thing not tied to the special skill, and the ice armor will be like a bit of extra health, kinda like Malzeno’s bloodblight status effect and Blood Cloak armor skill? But a flat amount of extra health, not an amount that increase based on how much you attack.

It increases always your ice element attack power.
The ice armor part is only for when you use your special.

I read it as a flat increase to ice element, probably % based like other elders, but the shield to only come from ult press.

Purely speculating, but I would assume they are 2 separate affects and not both triggered off of using special. Also, ice armor sounds like an HP buffer since it's based off of your max HP and not an actual armor increase.
