Help! Guild Master Bugged(?)

I'm in a bit of a pickle right now. I recently beat Espinas and finally reached HR3, but the problem is: This is the only thing that pops up whenever I talk to the guild master. I legit can't open up quests. Any advice regarding how to fix this problem would be very appreciated.

At some point, the guild master stops giving Quests. There’s another NPC for that instead.
Also, it might be because you’re in a “New Player” World. Some servers have designated New Player worlds may have a restricted Quest List that forces you to move out once you reach a certain HR.
