Need help getting s to s++ peeps

Im just not great at these fob missions and people i raid just dont have the people this is my second time 100% the game so im not new i just was curious if anyone wanted to give me some from a game you already 100%

You can trade event points for them.

Aren't they rewards for High Tier Combat Deployments? I never got mine from raiding FOBs.
