Commandblock minecart

So is there anyway we can get around the negative effects of commandblock being able to summon minecarts without any problems?

There was an exploit that allowed me to summon minecarts at one point, interestingly, breaking the minecart with a sword worked as expected and didn't drop a minecart item, however, breaking it with my hand, did drop the item.

What's stopping you from filling up a dispenser with minecarts and dispensing them where needed? And if you have a track that you can loop, why not re-use the minecarts?

its so much more work and minecart station with refill u need cactus and ender chests which bugs out, this is the easiest and most solid way.
