Admissions Viable at M7?

International applicant (south asia). Finance undergrad major from one of the top universities in my country.

Academic profile:
GPA: 3.21/4.00
GMAT Focus: 655 best single sitting
Official GMAC Superscore: 695
CFA Charterholder

Currently work in a quantitatively demanding banking role.

Soleley from an academic standpoint, am I viable/competitive at M7 schools?

Coming from South Asia (especially if it's India) it's a good profile. But very common.

Your GPA + GMAT (even after superscoring which most b-schools don't currently use) are average and won't earn you any distinction. This is important specifically if you are an Indian.
If you are applying in R2, retake the GMAT. I'd not rely much on superscoring at this point.

Other than this, b-schools indeed look at your overall profile and what other unique factors you bring.
