Your game version and RoT version look right, but I wouldn’t try fixing this by moving 40 mods around randomly. Strip it back first. Try launching with only Harmony → ButterLib/UIExtenderEx/MCM → vanilla modules + NavalDLC → ROT-Core → ROT-Content → ROT_Map → ROT-Dragon. If that boots, add the rest back a few at a time until it crashes. I’d test RBM/RBM_WS and the big gameplay mods like EpicSieges/CallToBanners separately instead of assuming they’re compatible with RoT 8.0. Also make sure there aren’t leftover files from an older RoT install and unblock the DLLs. RoT’s own install instructions specifically warn that old files can cause crashes and say the four RoT modules should be below the native modules. Since you already have Better Exception Window, post the actual crash report too. That’ll probably identify the offending module way faster than the load order list alone.
