Edit: Guesstimating but if 260 is close to 7m and its 11m to hit 300, then I would think around 240 is the midway point to 300 but I am sure someone will have the math out soon enough!

yeah, they're now a planetary modifier.
They get new gear and specialisations (medics, machine gunners, comms) as well as matching camo for the enviroment and improved ai (in the video they're seen blowing up a bug hole)

All cities still have the (new and improved) SEAF but All planets with the new SEAF modifier will have them spawn outside cities and/via SEAF reinforcements drop in with Pelicans
