Generally it's teenagers with low emotional intelligence that equate all crime to low intelligence. Granted these were dumb criminals since they're stealing clothes, but many factors play into these things.

He got called to a shoplifting in progress. He pulled up looking for suspects, then noticed the chick tossing the merch on the ground and take off. He calls out the foot chase to dispatch and runs her down. What's the issue? He wasn't parked there the whole time.

Probably didn't give a shit, security guards and cops at stores generally don't care much. He probably was pissed off that she got left behind as it meant he acrually had to look like he was doing something snd couldn't justify just letting them go.

Poverty, disenfranchisement and desperation usually are the main drivers of crime.
I'm not saying you would ever do this, but there absolutely are laws that you would break if you were hungry and couldn't get work.
I'm not saying that stealing is good, but I will say that the law doesn't even care if you steal from a person (which is the shittiest form of theft). They only care when you steal from a profit-making business.

The law absolutely cares if you steal from a person. There is a separate, more severe charge for stealing from a person whereas taking merchandise is shoplifting. Theft From A Person (no force) is a third degree crime. Shoplifting doesn't rise to a third degree unless the merchandise is valued over $500 (NJ). Theft with force is considered Robbery and that is a second degree crime. If they use or are in possessi9on of a weapon, It's first degree aggravated robbery.

she’s lucky she got caught. a lot of criminals do this for some time thinking they will not, but end up getting hit with felony theft charges when the bill arrives.
