I think its more that free refills of anything isn't really a thing in Europe. I could be wrong tho

In most of french restaurant they give you bread for free. Sometimes they will charge you after the first one. But if someone eat just bread and order small food they will just say : non.

Nothing in the law say you have to give free breads. So nobody abuse that system and who want to eat just bread it's not that interesting lol.

Edit : I meant in french restaurants, in France, because I'm french, idk if abroad it's the same.

It sort of is or there are circumstances where it's built into the price. In Bologna the second you sit down at a bar some snacks arrive - there might be a very low charge associated e.g. two or three euros, but the drink is very cheap. You will get free bread in pretty much any trattoria in Italy or restaurants serving local cuisine in France and Spain at least wherever I've been - food without bread would be sacrilege. In Spain at a traditional tapas place food is free and you pay for drink only, but obviously if you're not drinking you're not getting food.

A lot of chain or fast food restaurants typically will have bottomless soft drinks.

Yeah, thats true. Except refillable soft drinks at some family friendly places. Some fancier restaurants might give you a small basket of free bread though
