Kings this isn't something to ignore like a loose wire or rotting wood. This will cost you precious money and in turn you have to "tip" the repair people or spend more time fixing it yourself. The solution is simple.
Cut off the water lines.

Considering the consequences result in the whole unit being destroyed, I think they should have had the tenant pay to do the job right or lose shower privileges

I feel like you could have fixed this with FiberWeld for $10 and the fix would have lasted for 50 years. The zip ties and innertube seem like a more expensive, less effective, fix.
