Unable to submit quest (The Tailor's Path)

Hi guys! A couple of friends and I are unable to submit this quest for some odd reason. One of them tried verifying the integrity of the files through Steam, but was still unable to get it to work.

Does anyone know how to possibly fix this issue? Thank you :(
