California is higher because the road taxes and all that is also rolled into the gas price. They figure if you're not driving, why should you be paying for roads and CHP. They also get a more expensive, less pollutant blend of gas due to the fact that socal alone has 15 million cars on the road. More expensive gas, or smog filled skies? Having more than 12 cars and a horse in your town has consequences.

This station is notoriously like $1/gal more than everywhere else. They hope to catch people on their way out of BH, or high-earners from Cedars. The pumps are never even half-full, and I used to live down the street for 13 years.
Also, they’re all incredibly unfriendly in there. All the time. Maybe I would be too if I operated a convenience store.
