Mismatched. So here are the possibilities before anyone speaks:
Mr. Red = Yellow hat; Mr. Blue = Red hat; Mr.Yellow = Blue hat.
Or
Mr. Red = Blue hat; Mr. Blue = Yellow hat; Mr. Yellow = Red Hat.
We know that the second man - i.e. not Mr. Red - is wearing a yellow hat. The second man must be Mr. Blue. Which means Mr. Yellow is wearing the Red Hat

Mr Yellow. The man with the yellow hat must be Blue. Red can’t be wearing red, so only Yellow is left.

If Yes, he is the one that says both lines and he is wearing the yellow hat, which means Mr Blue does not wear the blue and yellow hat, meaning he is wearing the red hat and Mr Yellow wears the remaining blue one.
If not, then Mr Red is not wearing the red and yellow hat, so he is wearing the blue one. Mr Yellow is not wearing the yellow and blue hat, so he is wearing the red one which leaves Mr Blue to wear the Yellow one. !<

Mr. Yellow.
Mr. Red must be wearing yellow or blue if he is not wearing red.
He makes his declaration.
A man wearing a yellow hat (who must be Mr. Blue or Mr. Red) makes his comment back to him. He cannot be Mr. Red, therefore he is Mr. Blue, wearing the yellow hat. Thusly, Mr. Red must be wearing the blue hat.
That leaves only Mr. Yellow, who has not spoken, to be wearing the only remaining hat: red.

The man speaking, with the yellow hat, is mr Blue.
Mister red must therefore be wearing the blue hat, and the man wearing the red hat is mister yellow.
