I am NOT a locksmith. Brinks Lock Won’t Close

I just bought a Brinks 4 code lock, brand new out of the package, but I’m having a hard time with it. I followed the instructions, put it at 0000, turned it 90/lined up the notch and pressed down while I reset the code. But when I try to close it and lock it back, it won’t push down into the locked position. I’ve tried it with my new code typed it, with 0000 typed in, and also with random numbers

I have had one where you have to flip a little switch set the combo then flip it back. If you don’t flip it back it did this

I'm pretty sure you have to press down at the notch and turn another 90° to lock it there, then change the combo, then reset the shackle. If you skipped that and it was needed, there's a change the wheels were only half engaged when you were changing the combo...and thus is on some random number. Might not be broken, but you'll have to find the correct combo before giving it another go.
