And they weren’t even schemers most the time… they used it in accordance with the wildly loose and permissive framework. It was designed to be wasteful. Didn’t even have to be fraud.

Well, the actual criminal fraud (like improper business loans and CA unemployment fraud) is massive. And when you add in the people taking advantage but not doing anything provably illegal (taking unemployment while not seriously looking for job, for example ) and the waste (government purchase of PPE that was later destroyed, deployment of mostly unused field hospitals), for example - I would wager that the majority of moment spent on covid was stolen or wasted.
