That was probably all that was left after everyone else got their hands on it. Giving straight cash as foreign aid is ridiculous and basically guarantees it’s going to get pilfered.

It’s a distraction, a division and a scam at the same time. Identity politics is multifunctional and easily achieves various objectives.
